iwlist gets me this:

root@darkstar:/home/shane# iwlist
Usage: iwlist [interface] scanning [essid NNN] [last]
[interface] frequency
[interface] channel
[interface] bitrate
[interface] rate
[interface] encryption
[interface] keys
[interface] power
[interface] txpower
[interface] retry
[interface] ap
[interface] accesspoints
[interface] peers
[interface] event
[interface] auth
[interface] wpakeys
[interface] genie
[interface] modulation

I did set eth1 as my wireless interface in wicd, however something still isn't clicking quite yet.

Try passing some parameters to iwlist:

iwlist eth1 scan

As said - iwlist needs parameters to do anything.

Also, I realize you are using wicd to control your networking hardware, but I definitely recommend having a look as Alien Bob's wiki which will go through setting up the networking scripts from scratch and is a very useful reference in it's own right. This should be all pretty easy from here.
