Apache2, enabling user cgi-bin directories...?

How do you enable cgi-bin directories for users?

I would like them to be at:

/home/USER/cgi-bin

Guidance?

Okay, so, does the
<Directory /home/*/public_html/cgi-bin/>
Options ExecCGI
SetHandler cgi-script
</Directory>
...go into /etc/httpd/httpd.conf or in /etc/httpd/extra/httpd-userdir.conf?
