Maybe I don't understand your question, but why not:

mount /mnt/cdrom

???

Obviously, make sure you have a mount point directory /mnt/cdrom and the device has a line in /etc/fstab:

ex

/dev/cdrom /mnt/cdrom auto ro,noauto,usr,exec 0 0

(I found this example by googling fstab example...I'm not at my linux box to get my fstab sorry)

Reading "man eject" gives the following :-
Code:
       eject -t [<name>]

The device corresponding to <name> is closed/loaded. The name can be
a device file or mount point, either a full path or with the leading "/dev"
or "/mnt" omitted. If no name is specified, the default name "cdrom" is
       used.
so if your CD-ROM lives at /dev/hdc then
Code:
eject -t hdc
will close the drawer and load a cd.

If 'users' is not listed among the mount options for your cdrom drive in /etc/fstab then ordinary users will not be able unmount it or use eject to remove the cd if it has been mounted by root. If 'users' is listed as an option for your cdrom, then any user can unmount and remove the cd, regardless of who has mounted it.
