From the kernel command line, disable the longhaul kernel module (for CPU throttling), which causes these kind of failures on some VIA chips.
Just append "longhaul.disable=1" to the command line. Once you've booted into the OS you can make this permanent (search the web for kernel command line options, grub, modprobe, etc).

You will need to install x86 (32 bit architecture) so if you're trying to install from amd64 installation media, that might be why.
Your laptop model has VIA graphics (chrome9), supported by the openchrome driver, which is part of the kernel.
The Arch Wiki has a section:
https://wiki.archlinux.org/index.php/Via_Technologies
However, from experience, it's very hit and miss trying to get VIA *chrome graphics to work (as others have suggested) - in recent experiment with an old laptop I had to use the vesa driver - the result was pretty pathetic.
