KWin (pronounced "kwin" in one word) is the window manager for the KDE Plasma Desktop.
It gives you complete control over your windows, making sure they're not in the way but aid you in your task. It paints the window decoration, the bar on top of every window with (configurable) buttons like close, maximize and minimize. It also handles placing of windows and switching between them.
it just might well be something within your settings you might have to insure that it is telling the new opened window to take focus instead of going into the background.
KWin allows you to set window placement on a per-application basis. Is there a chance you might have done that? Right click on the top border of the window and choose "Special Application Settings." (I think. It's been awhile since I used KDE.)
To emphasize the original question, this happens often, but not always.
Sometimes the window is actually placed in front.
I just can't reproduce exactly when.
I'm not going to mark this thread as solved yet, but the solution that works for me is
to change http/https protocols handler from kde-open to exo-open.
I have custom app launcher written in Qt/C++, so that's not much of a hassle for me.
