Really? I am using Slackware64-current with Alien Bob's ktown (KDE 5_18.08) and Idon't recall ever having an issue adjusting the date/time as a normal user via System Settings or using the context menu from the Digital Widget on the task bar. I make the change, I am prompted for the root password, I enter it, a second or so later the time and/or date changes to what I selected. No PAM here. Works on all my boxes.
Even if I did, making the adjustment via the Konsole is not a big deal or inconvenience. My time is set via the ntpd daemon any way.
