Nagios is my best

Nagios works for us monitoring cloud and on prem infrastructure.
Also applications!

Maybe I'm stretching the definition of "network monitoring" a bit far but I was going to vote for Wireshark. Absolutely indispensable for diagnosing network issues.

EDIT: Never mind, I found Wireshark in the network security category. Although it's more of a monitoring/diagnostic tool for me than security.

It's clear as day that Nagios is still forcing it's employees to come here and vote. Looking at the replies by users with 1-5 posts, and that they have only ever voted on these polls. Silly... they were doing this when I worked there too. Not that this poll really means much besides a news post for them.
