Mouse cursor moves by itself

Distro: Linux Mint 19
The computer is an Intel Nuc. It does not have a touchpad. Mouse is a wireless usb logitech.

The mouse cursor moves around and disappears. Sometimes, there are mouse "trails". This is most annoying.
I've disabled ant touchpad input from within settings.
If I unplug the mouse dongle, the cursor continues to move erratically.

Any ideas?

Use a wired mouse in that port to see if it behaves the same?
Try a different USB port?
Try a different dongle if you have such.

Somebody's playing a trick on you?
You've something USB plugged in which is giving mouse inputs: Steam Controller, joystick, fancy keyboard (in fact, any keyboard, try another if you can), sound card, headset, ...
Basically, anything plugged into a USB port can act as a mouse input so detach everything. If that fails check inside the device for USB ports with things plugged in, make sure Blue Tooth is disabled, that kind of thing.
