Unhappy Pacemaker failures on Ubuntu 18.04 LTS

Team,

I am trying to get Pacemaker/Corosync working on a HA server cluster.
Server 1: 10.7.0.13
Server 2: 10.7.0.14

I want "zabbix-server" and "rsyslog" to be active on Server 1 all the time and if server 1 fails, to be active on Server 2.
The HA sync works perfectly and all my config is instantly replicated across

My configs are at the end of the thread.

I am facing the following issues

1. Individually each server works fine, but when both servers are active, "zabbix-server" moves over to Server 2 (Even though it is a higher priority on Server-1) and then fails
2. rsyslog more often than not doesn't start on either of the servers

For the second problem, a "crm_verify -L -V" sometimes shows this problem
error: unpack_rsc_op: Preventing rsyslog from re-starting on nmsserver-1-occ-virtual: operation restart failed 'insufficient privileges' (4)

But I am not sure what is causing the Zabbix issues. Am I doing something wrong?

pcs property set stonith-enabled=false
property set no-quorum-policy=ignore

pcs resource delete cluster-vip ocf:heartbeat:IPaddr2 ip=10.7.0.15 cidr_netmask=255.255.255.0 op monitor interval=1s timeout=3s
pcs resource delete zabbix-server lsb:zabbix-server op monitor interval=1s timeout=3s
pcs resource delete rsyslog lsb:rsyslog op monitor interval=1s timeout=3s start timeout=60s

pcs resource create cluster-vip ocf:heartbeat:IPaddr2 ip=10.7.0.15 cidr_netmask=255.255.255.0 op monitor interval=1s timeout=3s
pcs resource create zabbix-server lsb:zabbix-server op monitor interval=1s timeout=3s restart interval=20s timeout=60s force-reload interval=5s timeout=60s
pcs resource create rsyslog lsb:rsyslog op monitor interval=1s timeout=3s restart interval=20s timeout=60s force-reload interval=5s timeout=60s

pcs constraint location cluster-vip prefers 10.7.0.13=1000
pcs constraint location cluster-vip prefers 10.7.0.14=50
pcs constraint location zabbix-server prefers 10.7.0.13=1000
pcs constraint location zabbix-server prefers 10.7.0.14=50
pcs constraint location rsyslog prefers 10.7.0.13=1000
pcs constraint location rsyslog prefers 10.7.0.14=50

pcs constraint colocation add zabbix-server with cluster-vip
