Force apt to install "recommends" after earlier executed "--no-install-recommends" ?

System: Ubuntu 18.04

How can I force apt to install all "recommends" ?

I have installed some packages with flag --no-install-recommends
sudo apt install --no-install-recommends foo
- when I try repeat the install command without --no-install-recommends (sudo apt install foo) it says the package "is already the newest version"
- when I try to completely remove the package (sudo apt remove --purge foo) and install it again (sudo apt install foo), it installs it without recommends...

Any hints what to do?

you could do
sudo aptitude -r install foo

yes, that did a trick, thank you.

Does anyone know what is the reason that apt stuck on --no-install-recommends and doesnt let to make full reinstall/install afterwards?

Let's have a look at your current Recommends setting:

apt-config dump | grep Recommends
