CentOS 7 upgrading to latest libvirt

This hopefully is simple. What repo do I need to add to YUM to install the latest and greatest libvirt? Is it easy to upgrade all the packages associated with kvm, qemu?

I am running CentOS 7

This is the output for virsh version

Compiled against library: libvirt 4.5.0
Using library: libvirt 4.5.0
Using API: QEMU 4.5.0
Running hypervisor: QEMU 1.5.3

I am having issues with my windows 10 vm and BSOD. Found this work around

Is there a better distro to use that will have the latest already available.

I'm not aware of any repository providing newer libvirt for CentOS7. As for what version of libvirt comes with different distros, you can check:
https://repology.org/project/libvirt/versions

install fedora 30

So I installed fedora 30 and unfortunately I still get the bsod unless I do this

echo 1 > /sys/module/kvm/parameters/ignore_msrs

And performance is abysmal in the windows vm. I will be starting a seperate thread to see if I can fix the performance issue. Thanks for the info
