Depends on which *BSD you're talking about. On OpenBSD, there are a few GPL programs in core outside of the /usr/src/gnu directory (heimdal, sudo, afs, and bind all have GPL code, from what I can see). In the gnu directory, though:

I would imagine the toolchain bit holds true for most *BSD at the moment since there isn't really a viable mainstream replacement for gcc (yet).
