That doesn't seem to work, I can extract it, but then it won't rebuild:

# rpm2cpio ./httpd-2.4.33-1.x86_64.rpm | cpio -idmv
# tar -cjvf httpd-2.4.33-1.x86_64.tar.bz2 etc usr var
# rpmbuild -tb httpd-2.4.33-1.x86_64.tar.bz2 
error: Failed to read spec file from httpd-2.4.33-1.x86_64.tar.bz2
