Xsetup_0 gone from RHEL 5.1?

I just installed RHEL 5.1 and it seems that there is no file,

/etc/X11/xdm/Xsetup_0

anymore? There isn't even an xdm directory. I was going to put a warning banner before the login screen and I always put it in Xsetup_0. Anyone have any ideas?

Thanks.
