I was able to setup vsftpd for my needs by reading through the various documentation files that came with the source. You can view this stuff online at ftp://vsftpd.beasts.org/users/cevans.../vsftpd-1.2.0/

You'll want to look through several files including INSTALL, README, README.security, etc, etc

The vsftpd can be configured by editing the /etc/vsftpd/vsftpd.conf file. it can also be configured using the redhat-config-vsftpd command in gui
