Upgrade problems rh9 to FC1


I installed the yum package and the fedora base file. (can't remember exactly what its called off hand). When i run yum upgrade it gives me the following error message. I have tried it with the -t argument.

.package redhat-config-securitylevel needs lokkit (not provided)

but I do have lokkit installed and it does work. Any ideas or suggestions would be very helpfull. Any additional information that might be needed can be easily given upon request. Thank you.
