rpmbuild change location on binutils

I am running RHEL 3.0 ES update 2

I want to rebuild binutils-2.14.90.0.4 and use a different install location.
I have the src rpm but it won't seem to work as an rpm.

I can use the tar and ./configure and make
using ---perfix=/tmp/binutils
but not on the rpmbuild --rebuild
