RHEL5: Upgrades from RHEL4 give PAE kernels, fresh installs do not

We have (mostly) Dell Inspiron 9400 machines. We moved to RHEL5 from RHEL4. Some of us performed upgrades, while others performed clean installs. Those that upgraded got the PAE-enabled kernel installed and set as the default. Those that installed clean did not. Why is this, when the hardware is the same?

Did you upgrade 32-bit installations, but fresh installed 64-bit?

Kernel-PAE is only for 32-bit OS, whereas I think your systems are 64-bit.

Both upgrade and fresh installs were 32bit.
