I'm running RedHat 4 enterprise but don't seem to see the resize2fs command on my system.

What package is this a part of? Was this previously included by default?

can someone please check if they have this command on their redhat 4?

It is not included. See release notes and e2fsprogs package. Use the ext2online utility instead.
