After looking at the course that Red Hat offers online I see that it's quite an expense.

The RH199 Course is $3,500.00 and the RH 254 course is $3,500.00. That's $6,700.00 spent w/o getting the Red Hat Engineering degree.

The Exam fee with the Linux Foundation is $300.00 and the exam can be scheduled anytime during the 12 months that you purchased it.
Anyone have an idea how one could learn those skills listed above to take the Exam with the Linux Foundation?

This is pretty misleading, Red Hat exams do not require you to attend in-class sessions, but to get RHCE it will be $800 USD cost ($400 for RHCSA and $400 for RHCE) where you can get LFCE for $300 USD.
Linux Foundation also offers training which can be delivered onsite or virtual
Or you can use the self-paced training materials which can be bundled with the exam for an extra $100.
Even though LFCE does not require the certification of LFCS, you still need to know the concepts of LFCS. Also, Linux Foundation offers discounts throughout the year where you might be able to get it for cheaper. Good luck on your exams
Red Hat, I found out is not the only company that offers the Certification.
I found a list of company's in the RH Certified Engineer Linux Study Guide.
Prosoft Training didn't offer the RHCE Exam and I didn't see any information on the website that had anything close to any RH exams.
Sair, Inc and the website www.linuxcertification.org took me to a site that's either in Chinese or Japanese so that wasn't much help.
I did fine a Testing Center in Columbia Maryland (that is if your in MD) that you can call and schedule an Exam and the fee is $400.00 to take the Exam.
