I had a
similar problem and recently solved it. I'm not sure if this will help you.
If I boot an RH9 box with the printer powered off, then later turn the printer on, all print jobs sit in the print spool forever. The workaround is to power the printer on before booting RH9. The better solution is to execute:

/etc/init.d/cups restart
as root after powering the printer on. It's still ugly, but better than rebooting or powering the printer on before knowing whether it will be needed.
