No Repositories evalaible to Set UP
Reding repository metadata in from local files

RHEL is a pay for support and official updates distribution. In order to use the official RedHat repositories you have to be registered with them. There is a free alternative to RedHat (CentOS) that has the same software but doesn't require the subscription to their channels.

As Alunduil said, pay for support, and you get to use it. If you don't pay, you don't get it. Can't be more clear-cut than that. If you tried to Google for this, you'd have found plenty on it, and it's well documented on RedHat's website too. Did you try to look it up?
