Unhappy Problem with ssh and ftp users


Hi,
I am using RH EN AS4 up4. I am having difficulty with setting up user access.
When I try to log on to my linux pc with winscp it only allows root user to log on. Every other user that I create cant log on it says access denied. Also I cant get to make ftp users using vsftpd. Can some1 give me the right procedure for configuring and creating users on RHENAS

Does all the users have a .ssh directory?

Dont know what is that, but I searched the comp and no .ssh dir's for the users
