Impossible to say, since database performance is based on a variety of factors. Like size of the DB, number of records, data types involved, number of concurrent users, types of queries, etc.
And, not really sure what your question is, since you seem to be asking if Oracle can have a DB on an ext4 filesystem...then go on to say you've already GOT it working on an ext4 filesystem, so you obviously already know the answer. You're using RHEL and Oracle...both of them are commercial, pay-for products, and Oracle is certified to work on RHEL. I'd contact Oracle support for help.
