How do I get it back *blush* ?

if you are running kde

hit alt-f2
and enter "kicker" w/o the quotes

If you are using gnome

how ever you launch things in gnome run
gnome-panel

I am running Redhat9, if I hit alt + F2 it brings up a "run program" box ?

In that little "run program" box type one of these two things as the others said:

gnome-panel

kicker

Depending on what window manager (KDE or Gnome) you are using one of them should get your taskbar/systray back unless there is something else wrong.

i resolved it by right clicking, and adding the notification area from the utility menu :)
