What does that mean?

It's supposed to be run in Python's source directory (where the "Makefile" is).

cd Python<source>/ ; make uninstall

make: *** No rule to make target `uninstall'. Stop

There is no option "uninstall" in the Makefile for Python-2.x.x.

I.e. you will have to delete the files manually.
