How to disable DST in RH 9.0??


Good morning all,
I'm in the eastern time zone, however I would like to turn DST off, so it is ignored (like Arizona does, parts of Indiana, etc...), however I can't find where this is done, either in BIOS or under the OS. Is this possible in Linux without modifying source?
