How do I set display refresh rate at boot time on Red Hat 7?

I have a new Red Hat 7 server, and I need to set the display refresh rate at boot time. I am able to modify the refresh rate using xrandr and I can run it at login using a Startup Application, but the display is unreadable until after login. I tried adding the call to xrandr in /etc/rc.d/rc.local, but that doesn't seem to work. Is there some way to get this to run at boot time? Or do I need to create an xorg.conf file (I don't presently have one)?

You probably already found the solution, why wait for hours if Google search can give you answers in minutes, often in seconds, right?
