Unhappy ftp and telnet


I have a RHEL 3.0 install that I'm having problems running ftp and telnet on. Even from the host system it cannot telnet and ftp to itself. I can run sftp and ssh to it but I have a user that needs regular ftp. Even when I disable the firewall I still am getting a connection refused so I'm guessing I don't have a daemon running or something installed... Any hints/suggestions would be greatly appreciated!!

I got telnet working. I had to install the telnet-server rpm, however I still am having problems with ftp... any hints?

Nevermind again... I got the ftp service installed and started via services...
