domain blocking for services

so most services have a way to block domains in their main config files. is it better to do this in the service config file such as httpd.conf, or in hosts.allow/ hosts.deny? Does it make a difference?

asking about services such as:
ssh
samba
httpd

Thanks!

Better off using a firewall such as IPTABLES and then you can block before the connection even gets as far as the service.

It's also much easier to do this with firewall rules than to try to remember which service uses which file.
