Creating A Partition

i have a redhat system with 2 disks (sda and sdb). i am trying to create a partition on the 2nd disk: sdb
this disk already has 15 partitions on it. (total allocated space is approximately 70GB in 15 partitions)

i am runnung fdisk /dev/sdb then 'n' then 'l' for logical then 'enter' for default first cylinder then '+8500M' for size of partition
at this point when i do 'p' it lists sdb16 so to save and exit i do 'w' this says :
Command (m for help): w
The partition table has been altered!

Calling ioctl() to re-read partition table.
Re-read table failed with error 16: Device or resource busy.
Reboot your system to ensure the partition table is updated.

And gives me a prompt
now if i do an 'mkfs /dev/sdb16' i get the error:
mke2fs 1.26 (3-Feb-2002)
Could not stat /dev/sdb16 --- No such file or directory

The device apparently does not exist; did you specify it correctly?

somehow the sdb16 is not created in /dev. Please advice what i am doing wrong. I have gone through many documnets but have gt no help.

I was not even aware that it was possible to have more than 15 partitions on a disk; I actually thought that was the limit. Also, why do you need SO many partitions?
