Again, I think html layout helps. I mean minimal layout (with divs etc), and with visual managed by css

That's what templating engines (and frameworks with integrated templating engines) are for.

And yes, I'm familiar with Python. I've already mentioned a Python framework with an integrated templating engine. Here's another choice: a standalone Python templating engine:
