Where to go to discuss ideas for new software?

I am wondering if there is a place to present and discuss ideas for new software?

I am not a programmer, have no inclination for programming, but have dozens of ideas for new sort of applications. I just would like to bounce ideas off of other people and if some developers like what they see they can take it from there. I would see site setup along the lines of The Halfbakery only geared toward Linux applications to be a useful thinktank for software development.

Do you know of anything like that?

I'd say try the ideas here or at sourceforge.net. It depends on how complex the ideas are, I might be able to help.
