What is the "TIOBE index" and why should I care?

Hello,
I have been browsing the web reading about various programming languages. Many articles on the internet about programming languages keep referring to the "TIOBE index or list". What is the "TIOBE index" anyway, how does it work, why should it be followed, who runs it, how are the rankings tabulated, etc. etc. etc.? Is it supposed to be like Distrowatch for programming languages or something?
Thank you

No offence, but when I saw this question my first instincts were to use google and Wikipedia to find out. I would have started with the Wikipedia article and followed the links I saw there (one of which would probably be the homepage). But then I asked myself "why couldn't punchy do that just as easily" and stopped myself. Why don't you tell us why you couldn't get these answers even with these resources, so we can teach you how to use them more efficiently?

Also, why are you starting so many language-war threads?

I've noticed about 10 threads being started by punchy71 all speculative about languages. But punchy77 their self seemingly has little to offer.

My troll warning light is on. Not sure that's their actual intention, just that they have all these near hypothetical questions, but ... many seem to be answering them so whatever.

After all there are:
Re-order my list of languages
Is there an A language
Any cool languages from Japan, Korea, or China
why is perl decreasing in popularity - presuming the OP even knows this to be true
