You can write an Apache module in C. Depending on your needs, you may also try with PHP (if you have enough processing power) which can be extended in C or deal with CGI programs.

You are writing an emedded application, and you want all the functionality that Apache provides? Are you sure you need that? Most embedded applications have modest requirements for which Appache would be overkill. There are a few open source products out there that are targetted to embedded and special-purpose applications. It is not too difficult to craft a simple http server that can return basic HTML pages; a hundred or so lines of actual code, plus any embedded static HTML. It won't be as full featured as Apache, to be sure, but it won't take up megabytes, either.
