WAS Global Security

I am trying to set up global security on a WAS server and I am having some problems I was wondering if anybody here has any experience with Websphere. I thought I had it set up correctly and the admin console was accepting my user name and password but I was unable to stop the server or restart it and could not start any apps because the server needed to be restarted.

I was getting permission errors when trying to stop the server.

This lead me to reinstall the entire server. Any pointers would be appreciated.
