Question UEFI implementation?

Pleas don't think that this has anything to do with my last post because my question is quite different,
And this UEFI is quite different from BIOS because its like GUI++ I think.

I was looking for a good program to help me edit my BIOS software to add a command line tool when I came across UEFI that seems to have a cool GUI and a lot of tools,
I also noted that the sights wiki implied the idea that it could be implemented on an OS or implemented on top of a traditional BIOS.

I would like to know how it might implement on top of a traditional BIOS,
How douse it run,
And is the idea that the BIOS jest has a new look and operates more tools/functions?

I also would like to know where to get it,
And if it to can be edited?

Any thoughts would be appreciated.

I guess that this is not a very well known software yet,
Or know one can program things for it,
Or maybe its a protected software that hasn't been cracked yet.
