subversion repos architecture suggestion


I got one developer wanting a repos for one of our servers called "zeus" and I been thinking for quite sometimes to put all our server config files (system conf files) and home-brew shell scripts under svn by creating repos for each server by its name. Eg. if we have 3 servers a, b and c, we are to create 3 repos a, b, and c.

Now, should we create an entirely new repository for this developer called "zeus-dev" and restrict his access to that only or should we create a directory under "zeus" repository called "dev" and restrict his access to that directory only? Can subversion restrict access to a certain directory under a certain repository?

Any suggestion would be much appreciated. Thanks.
