source code to be compiled for windows

hii
my college use only windows systems .. please dont get me started on this !! so now the thing is .. if i do a project with all graphical user interface ... i was thinking of GTK ..
how will i compile it to work on windows .. i found MinGW will have to look more though ...
will it be a reasonable idea to code in perl or python .. there code will be platform independent i guess !! as they are interpreter anyway ...i dont know abt python but i guess perl is .. i m not very sure
so wot do u suggest .. which is the best option ? i wanna use linux to build project .. but the software produced should work on windows ...
any suggestion are welcome

You could try Perl + Tcl/TK or do it as a web app eg Perl/PHP and have Apache display it as HTML.

I would look at Qt. Since it is made to run on both Linux and Windows.
