snmpset returns timeout while snmpget works


i need to get some smp requests working and have finally managed to get an snmp agent working... i can freely use snmpget on any object. but when i try
Code:
snmpset -c public -v 2c HOST:PORT OBJECT i 51
i get snmpset TIMEOUT error.

i used -D ALL already and have not found any errors in request

Edit: solved by creating a new writecommunity in the agent-manager and not only in the agent config file...
