Should the forum for Programming languages be a part of LQ.org? I mean, if one is discussing about programming issues in Linux or somewhat related to Linux, it is acceptable. But, discussions like erros, logical errors etc. are to be allowed? Like, say, some questions about Java, C, C++, PERL etc. are not related to the meaning of Linuxquestions.org
Just indicate the language and the nature of your question in the title of your post. Also put the language in a tag which would make it easy to reference.

I think the programming forum is fine, even if there are threads that appear in it have nothing to do with Linux. A lot of members here do programming/scripting, so there's lots of expertise.

This is just an opinion kind of thing.
It's fine the way it is. As Nylex points out, there is large overlap between Linux users and programmers. An look at the topics in "general"---it gets pretty weird there, but I would never want to kill it.
Not knowing the exact origins of the Programming forum (I believe it has been around as long as I have, and I have been using this site for over 7 years)... I'd guess we have it because, as others have pointed out, there tends to be a lot of overlap between Linux users and programmers and we do get a fair amount of questions (particular in Linux - Software) that tend to be programming related and get moved here.
I do a lot of progrmmaing. But, I have never sought any help from this forum when it comes to programming (not related to linux). There are more dedicated websites for such things. This forum (Programming on LQ.org) is a success?
If my vote counts, I'd say let it be. It's a good idea to have not only administrative discussions, but also programming topics on this board. Linux is made by enthusiasts, so there's always a chance that a newbie coming into the Linux world will join the developers team eventually, not only learn how to tweak their system.

This is the only forum on LQ I post/respond regularily in, so I hope it stays (otherwise I probably won't be hanging around LQ anymore). Is it needed? Yeah, it keeps programming discussions in the forum where people who want to answer them most likely are. Is it a success? Yeah, lots of people have been helped here. Just look at the posts.
I think we need a definition of "success" really. But yes, it is a success.
Well, success here means not the number of entries/threads etc., but the amount of support one gets in solving a particular problem. I have people posting programming questions which ae not, in any manner, related to Linux and getting no replies. This makes them to search/post in some programming forums.
It is just like: a Linux script is posted in a programming forum. Unless one knows how Linux works, one can't figure out. But if the same question is posted in a Linux forum, it makes sense.

I don't think that's true at all. Most of my questions in this forum have been unrelated to Linux and I've always had replies. There are people like paulsm4 who help a lot in this forum.
