do you have a kernel with ACPI configured?
that's what you need.

http://www.columbia.edu/~ariel/acpi/acpi_howto.txt

try acpi="yes" on your grub/LILO

You could also use apm as power managment.

/sbin/modprobe apm
/usr/sbin/apmd &

/sbin/poweroff

After you have acpi installed and configured, you can use something like acpid to have your system shutdown when you press the powerbutton.
