Setting TOS field in IP header

Hi,

I am setting the TOS field in the IP header using setsockopt() function. But this setting is not reflected while i tried capturing the packets on network.
Though when i tried retriving the fields through getsockopt()
everything seems fine ie values are getting set. I am not getting where the problem is? Please help me out??
