Than I run the command
ssh 135.27.153.206 but again it asks me password.

Have you restarted 'sshd' after setting up keys ?

sticky-bit will be easier in this case.
Yes this has worked for me I mean after following your instructions I was able to run the shutdown command using the init login on my server.

I restarted the service and ran all the comands for the init user but it is again asking me the password.
