RT Posix thread permissions

From what I understand, you need root privledges to run an application using real-time threading through the posix library. This is due to the system wide impact, since this app gets higher priority, which could affect other users.

How can users be setup to run real-time threaded applications without the root privledges, or how can that security check be disabled for a development system?
