Remote Control Hardware through web

Hi, I have currently been working on a remote control car via a web server and I/O on the parrallel port. I would like to use Linux for this project, but was unable to get my webcam to work under Linux and wanted to use it on a webcam server for added effect. Instead now I am attempting to do it through Apache on windows, and running either a JavaScript, cgi, or anything else that would be capable of recieving user input (preferably by keyboard input) to either write to a text file the data I need to send or open the program and give it the parameters. Because I only know a limited amount about each language I do not know which angle to take. In Linux, I was able to use a Perl script via CGI to run a bash command and send the signal. In Windows.... Well damn windows. Heh. Any help appreciated, Thank you!

PS... It is a GE HO98063 webcam if there is any way to get it to run under linux.. Many more options and I'd be more comfortable.

Interested

I am also interested in creating a RC car with webcam mounted on it that can be controlled from the web. However, my programming skills are practically non-existent other than some PHP. My thought was to take a pan-tilt camera (like this one) use the software that comes with it and rewire the camera so that tilt up would be forward on the car's remote, tilt down would be reverse, etc.

If you dont mind, please let me know if you get something working as I would be interested in how you approached it.

Thanks and good luck.
