Racket Graduate Study

I was looking at learning Racket when I ran into this:

http://www.racket-lang.org/common-plt-app.html

What is the meaning? This is a joke?

Most of it is. What's in the grayed-out box is. One can conclude this from the paragraph which follows the grayed-out box:
Quote:
Seriously, we do enjoy working with graduate students. If you are inspired by the PLT project and want to drive the next generation of innovation, you should strongly consider graduate study with us. We look forward to hearing from you. All of us, no matter where we may live.
The word "seriously" indicates that what follows is serious content, and what precedes it might not be (and usually isn't).
