Programmers who hear a call for something that's characterized as "simple" automatically know to charge by the hour, rather than charge for the job done; "simple" is usually code for "The requester thinks it's a lot more simple than it really is, and if I don't charge him by the hour, I'm the one that bites it for his misunderstanding."
This does not, of course, reflect on your honesty or character, so don't take it too personally if programmers take the above-mentioned caution.
Just sayin'.
