what do you mean?? this is so vague... if you want to copy those programs, read thier source code. there will not be a specific tutorial for write curses based configuration interfaces.... you just need to learn to program.

As acid_kewpie said, there isn't an especific tutorial to program it. Firstly you need to learn the C programming language and after that you would have to read a ncurses development tutorial. Then you should know how to program it on your own way.
