Php help on mobile Camera stream connection

I have a server with a connection between users what i intend is those users connected with a camera working on desktop and in mobile, any help please post me the code to support this feature.

You have written a very poorly worded question and it is difficult to determine what you're asking.

Sounds like:

"I'm trying to set up video chat for users between desktop and mobiles. Someone tell me everything I need and send me code."

People aren't just going to "send you code", however they may send you a link to something they know of which fulfills this capability.
To whit:
Note that you have not listed the operating system(s) or the mobile targets you're using, kind of really difficult for anyone to offer much helpful advice
1. Operating systems could be: Windows, Linux, MAC, Chrome, ...
2. Mobile devices could be: iPhone, iPad, Android, Blackberry, ...
3. For that matter, requirements could be person-to-person, or for conferencing
